According to some VA Chiefs who have written in, they get to make the decision on graphics for themselves. Hence the irregularities around the country.

From what I've seen, VA Hospitals around the country all have different markings, some look good and well, some just don't. I don't know who makes that "command" decision but in my opinion I would think they should all reflect the same image, i.e. same markings. The VA Hospital that I use in San Antonio had 2 new Crown Vic PIs a couple years ago and they have been "reassigned" somewhere else. They are now (and have been for some time) in GSA motor pool mini-vans with magnetic "police" signs. Don't know what the deal is there.

I don't know whether that is certain or not, but I do know that Louisville, KY just recently changed their unit markings after a city/county merger and now the VA police dept units have the same marking scheme, just in different secondary colors.
