I think that the black cars are the new ones while the white ones are the older ones. This one has 2005 tires, but doesn't have the rear quarter panel antenna that came standard on all 2005 PIs, so maybe these tires are just replacement tires for an earlier 2003-2004. Also, the black one has a newer lightbar, but that's just my take on it.

Could be,

1. White cruiser is parked in a lieutenant parking spot with a plaque on it, supervisor units are white maybe? Ive seen sone agencies use car color as a way to do this, though most just use markings or numbers.

2. Both colors could be used, as some departments do this.

3. One color is the older color used on the cars and is in the middle of a phase out.
