We'd better contact the police sticker inspectors and remedy this situation right away.

Maybe they just thought it looked nice so the BPD put them on there.

The striped barberpole, or chevron style reflective sheeting panels on the rear bumper are reversed contrary to recommendations of safety experts. Left side should slant down to the left and the right side should slant down to the right. The idea is prevent rear end collisions for which police cruisers are quite prone. A check of highway sign manual (MUTCD) will describe rational if interested in more details.
