I always assumed it was a camera. WSP did a public safety radio show back then, maybe an early TV attempt? Looks to be a panel or wagon from how high the roof is.

Greg, Actually it's a '49-'51, by the rear fenders. The '53 was the first year to have two regular tail lights on the sedan delivery. The picture isn't clear enough to see the front to tell more. I'll bet a Chevy expert could tell by the hubcaps.
