I thought the ful wheel covers bolted to the lugnuts and was accesed through a small removeable center cap. I could be wrong.

I heard about that too but the CHP ran the full wheel covers on their fords ever since the late 80's, so you think they might have made the change years ago.

I also thought ford had trouble with the older ford covers flying off or coming loose? i know they will come off anyway but wasnt there a factory defect in some of the rims?

The CHP switched over to these all black wheels (with a center cap, of course) a couple of months ago. Personally, I think these look better.
