Now remember, there is no such thing as a stupid question. US Capitol Police guard both the capitol building and congress itself, meaning whenever congresspeople go somewhere in a body the Capitol Police have to go too, like when they all went to New York for Sep.11th remembrance activities. They're in the pay of the federal government (one of the few agencies in the legislative branch), and are thus federal cops.

The van is a I-Com (Information Communcation) van. Its purpose is to down/ upload information. ie video, teletype, photograghs et cetera. In the 90s they had to be stationary however now they can be mobile. FYI we rarely drive big black 15 passager vans anymore.

Im sure the personnel manning it are manning a command center for the agents while mobile. Or, they could simply be a backup, maybe equipped with satellite communications just in case the worse happens. We'll only get to speculate, any of us who has worked with the Secret Service knows they aren't exactly the talkative type. Not to mention, informative. I suppose thats a good thing, being as how they are the "Secret" service...
