I think these wheel covers became availble on the Crown Victoria in 2003.

well let me clear this up it is a 2004 crown vic i know i took the photo what you see is a radio antenna the police radio and those hub caps are on 2004 to 2005 but they have been changed for 2006.
the new markings were not used till late 04 till mid 05 and later discontinued for unknown reasons

I had very similar wheel covers on a 2003 C-V. I think it was 2003 when they switched rims. We have a 2002 that has the old style wheel covers. My 2005 has the antenna mounted on the rear quarter like this car but just has center caps.

2004 CVs didn't have those hub caps as an option. They are only available on the 2005 and 2006 models. I work at a Ford Dealer and we sell the local PD their cruisers. The antenna mount you're talking about is clearly visible on the vehicle. Look a little harder.

Dave, this is a 2004 or older Ford. All the 2005 Fords have an am/fm radio antenna on the rear passenger quarter clearly visible between the taillamp and the C-panel. Even if the vehicle does not have a radio, the antenna mount is still on the rear quarter. This car clearly does not have one.

That Crown Vic is a 2005 model. They changed the hub caps for the 05. You can't see it in this picture but the grills were also changed a little.
