DOT maintains city-owned bridges, highways, and streets. You know, thy put up the street signs, pave the roadways, and re-cement the highway supports. They also run the Staten Island Ferry. Until recently they were responsible for parking enforcement, but Giulianni gave that to the NYPD. Only NYPD does commercial vehicle inspection (within the city of course).
