A police officer told me that even though they do not do parking enforcement, they still provide backup for the parking enforcement, and these units may also be used to respond to incidents such as major accidents, sinkholes, or road collapses to assist NYPD and FDNY.

According to the NYC DOT website this agency is responsible for providing for the safe and efficient movement of people and goods on the sidewalks, streets, and waterways of NYC by maintaining the infrastructure and promoting trafic safety through education, signage, lighting, and parking and traffic enforcment. The website says that NYC DOT Doesn't do parking enforcment and that in 1996 their traffic enforcment responsibilities were transfered to the NYPD. The website says that NYC DOT manages the city's infrastructure through education and maintanance. If anyone is familiar with the NYC DOT could you please tell us what these "emergency response" units are used for?

HELP is run by the State Department of Transportation. The above vehicle is from the New York City Department of Trasportation.

This is the first I have ever heard of these guys.

What is the DOT Emergency Patrol? Are they the same thing as HELP (Highway Emergency Local Patrol)
