I was curious, does the NYPD have the cars painted at the factory (new cars) or they painted locally? Theres a couple towns here that order basic whites then add there paint scheme on with there fleet maint. Just wondered if that happend there.

As far as I'm aware, the NYPD cars were delivered from the factory in the two tone blue/white paint scheme. Here is a link to a picture from my album show a lot full of new 1991 Caprices and Blazers as they were delivered from Chevrolet.

It's not an experimental lightbar. It's a former NYC Transit police car repainted after their merger into the NYPD in around 1994. Same thing happened with the housing police. When housing was merged into the NYPD with the transit cops, their police cars were repainted in the blue/white paint scheme and marked with NYPD graphics. They kept the old lightbars on them and did not install the Federal Vision bars.

Lets go over that one more time: Chevy donated the vehicle, including graphics, lights, everything, to NYPD. Other than maybe putting the NYPD and pct numbers on, the car was complete. So, you are wrong. NYPD still hasn't put blue lights on their car.
