In Richardson, TX the have exempt plates on work vehicles so why wouldn’t an ISD police have it? Dallas ISD does on their patrol cars.

Actually, the other Texas Public School District units all have exempt plates. My guess is, and this is only a guess ... since HISD has a large fleet of Crown Victorias with much different markings this is either a test vehicle, PR unit or not yet used for patrol so for whatever reason it doesn't qualify for exempt plates yet.

Duh! ISD stands for INDEPENDENT School District. They are not government agencies, they are independent of the government.
