Chrome grille was only on the 1998 Ford. In '99 the name was changed to Police Interceptor and the grille & trim were blacked out.

Police Interceptors can also be ordered with the "Street Appearance Package" which features all the chrome and trim options that are on the civilian Crown Victoria. The best way to tell the difference is by looking for P71 in spaces 5,6 and 7 of the VIN. "P71" signifies a police package car.

I got pulled over by one of those but the front grill was black, as were the wheels. If a crown vic has a chrome grill and hubcaps does that mean it's a factory [non police package} ford being used?
