A ghost car, aka decoy car, is a piece of plywood cut to scale and painted the same colours as an RCMP vehicle. They are placed on the side of the road mostly in the western provinces. They are used to scare speeders!

Stealth cars are what you guys are thinking of. The Ontario Provincial Police in the Aurora Highway Patrol (smokey bears) detachment have a whole fleet of them. They are unmarked cars with the 3M scotch-lite reflective tape that is a slight off-shoot of the actual car's colours. As a result you can hardly see the markings unless on the reflected angle. At night they fairly easier to see and it looks cool.

Toronto Police Service and York Regional Police also have a few per division.
