La Gendarmerie is a military corps which is in charge of the police work throughout the country.
The national police is restricted to the urban area an it's near suburbs.

These are unique to Germany, where everything is set down in statute - including the sort of lights emergency vehicles can use. It's also why Germany doesn't have wail/yelp sirens.

It sure looks like a 2 in the F series number to me. I had a 99 F250, the only year they built them in the F150 style. In 2000 they went to the Superduty styling.
