Are thgese vehicle 'police packages' - retail cars marked up?

I am searching for a retired traffic luitenet. His name is Herbert Gaespedar (not sure on the spelling)..He is a old friend of my dad. A nice throwback to the past. Spent a bit of time down at PI1 one myself, although the majority of my time on liason patrol was with PI6 in the Stadtbergen district. Great cooks those guys. Used to ride with a guy called "Crazy Harry". He went to the LAPD academy so he had a good perspective on American law enforcement. PI1 used to have a wall with the intersection photos of all the Amrican MP's who blew red lights.

funny to see that pic, but its not the "City of Ulm"- police, but the Bavarian "City of Augsburg", which is exactly my hometown. its shot in front of the 500 years old city hall, where the Inspection 1 is located.
Even the four bars between the two windows are the metric calibration bars from 1520.
