Testors Grabber Blue is the closest color on the market right now, its the one i have used on my NYPD models. Having spent a lot of time around NYPD vehicles (family is highly involved in the NYPD), i can say that this is definitely the closest available color. The real cars were a mix of 50% French Blue and 50% white to make that particular shade of blue (family is the Fleet Services Division), and that was too expensive to continue to custom mix, thats why they went to the white scheme.

it is Model Master, FS Bright Blue, that was the color I used that was recommended to me as the closest to the NYPD cruisers color.

The Decals were from Pursuit Plastics.

I have always used True Value Hardware Store's in-house shelf brand of spray paint, Ser-Vess # SVS4 BLUE for both my NYPD and pre-1974 Chicago PD models. Dave Neuman also uses the same for his CPD and NYPD models.

Was it even a standard color or did it vary from manufacturer to manufacturer.I've seen pics of real NYPD cars...sometimes it looks to be a dead ringer for Tester's "sky blue"...other times it's darker or lighter. Seems like the 1990 Caprices have almost a french blue tint to them or is it just the photos? I'm planning a NYPD unit and this is an issue.also, was the white stripe reflective tape?
