If you are just refering to CHP the answer is because differnt years they used differnt brands of lightbars. Since the mid 90's most of their cars have a Vector Vision lightbar as is shown above. Before that the used a Jetsonic bar. In the 70's and 80's they used either a Federal Twinsonic or a Federal Areodynic. If you are speaking of highway patrol agenices in general its because differnt states perfer differnt make of lightbars.

Don't know what it has in it but it is a clone, not a police package. The owner is selling this one so he can do a NYPD car. He already has the 70 Ford Custom to do it with, just needs to sell this one.
