The way you can tell the XL and MX apart is that the MX is a multi-level lightbar, so you'll see lights on the bottom. The XL isn't a multi-level lightbar

Growing up in South Bend, I remember the SBPD using all Studebaker vehicles, most in white livery, in the same style as above. Before the late 60's, the Police Department also provided the city's ambulance service. The Studebaker station wagons doubled as cruisers. The first year I can recall the city using anything other Studes was 1965, when Studebaker moved the manufacturing to the Hamilton, Ontario plant. Instead, they bought 1965 Plymouth Fury I's, most in green, some in white. This looks like one of the Support units used by the NYPD's Emergency Service Unit. Equiped with portable lights and generators to light up crime scenes, or to provide power and lighting durring an emergency such as a power outage. This is only speculation as it could infact be one of their "trucks" loaded with all kinds of tactical and rescue gear.

If you drive on an interstate in KY you will see more of these guys than troopers. Most of Kentucky is very rural and the state police are the primary source of law enforcement in most areas of the state. These guys handle traffic while the state police are responding to domestics and burglaries ,ect.
