...and then my own personal favorite - Vehicles aquired or seized from drug dealers!!!

Fortunately, the D.A.R.E. program is still with us and it does make a difference. My little five-year-old bobblehead loves and often recognizes cop cars when we're out and about, but she now notices and indicates that there's something different about regular in-service CVPI's and other CVPI's that also 'don' the blue or red lights on top.

Do pardon my ignorance but I did read that vehicles that use fancy D.A..R.E. painting schemes are:
a)high end or performance vehicles seized in drug raids
b)cruisers nearing the end of their service life.
However seldomly you do see normal police cruisers (like the one on top from Henderson) with these paint schemes. My questions are the following:
1)Why?
2)Where does the funding come from?
3)Is the officer the vehicle is assigned to a high ranking one?
(anyone who knows please answer)
