Yes they are 4x4 as with the Tahoes and Suburbans that OHP have.The purpose of these are for use where standard patrol (i.e Crown vics,Chargers) cars can't go off road.

The P71 coded Fords from 1992-present have always had body colored B-pillars. Judging by the wheels, this one is a 2003 or 2004 model. They could have been replacement doors from an all-black P71 and they forgot or didn't want to paint the pillar.

OHP does not paint the car black and white, that is the way it comes from the factory. They just add the duck tail.

Is it just a Ford thing with the 06 or 07 models that they are now using a black plastic pillar cover instead of a body-color painted pillar?

maybe they didn't forget to paint the b pillars white. if you notice, the traditional oklahoma white "tail" on the rear fender is curved, and follows the contour of the wheel well on this car. perhaps these are new tweaks to the oklahoma highway patrol paint scheme.
